Joe Cattivera, Sales Manager
Joe Cattivera has over 20 years of experience in qualified retirement plans and brings expertise in operations management and relationship building to his role as Qualified Plans Sales Manager. Prior to joining Polycomp, Joe managed several retirement plan functional areas at T. Rowe Price and the Capital Group Companies.
Joe’s focus is on assisting Polycomp qualified plan consultants to foster and build relationships with the retirement plan community including CPA’s, financial planners and other client advisors.
Joe graduated from Colby College in Waterville, Maine in 1991, with a B.A. in Sociology.
Cheryl Courtney, Pension Consultant
Cheryl has devoted her life to helping employers offer dynamic retirement benefit solutions. With more than 20 years of experience, Cheryl has consulted with a variety of businesses, including sole proprietors, partnerships, corporations and non-profits. Cheryl has designed, implemented, enrolled and serviced hundreds of retirement plans during the course of her career, including 401(k), 403(b), 401(a), and defined benefit plans. Her high level of customer focus, business acumen, and unparalleled pension plan compliance knowledge has continuously proven to be beneficial for the investment professionals she partners with as well as the business owners and plan participants.
With Cheryl’s background as a business banker, she understands the challenges and concerns business owners face to run a successful business. Having been a wholesaler of retirement solutions, she understands the competitive marketplace and can be a valuable resource to a financial advisor. Cheryl has served on the board of the Los Angeles Chapter of the Western Pension & Benefits Conference and is a gifted speaker, having presented to both large and small groups as a retirement plan subject matter specialist.

Janelle Rango, APA, Pension Consultant
Janelle Rango has been working with Qualified Retirement Plans since 1998. She began her career as a Trust Associate and as her knowledge of retirement plans increased, she has had the opportunity to work in various aspects of retirement plan administration, emphasizing on compliance related issues and plan design options. Janelle continues to stay current with industry trends and IRS regulation updates by attending qualified retirement conferences, webinars, and consulting with leading pension industry professionals. Throughout her career she has facilitated pension training classes, client enrollment meetings and lunch and learn events.
In 2014, Janelle returned to Polycomp as a Compliance Consultant. She has excelled in earning her clients’ trust by working closely with them on an ongoing basis to ensure their retirement objectives and current plan design features are in alignment. Janelle believes and promotes Polycomp’s mission to take care of the details for our clients in order for them to focus on their business goals. She finds it both rewarding and vitalizing to watch the retirement plan design magic in motion, from the initial plan set up to the final stages years later when the owners are ready to retire, knowing she was part of making that reality happen.
As a new member of the Sales Team in our Roseville office, Janelle works closely with financial advisors, tax professionals, and business owners to consult and create a custom retirement plan design that maximizes tax savings and retirement goals for the owners, while providing a robust retirement plan to their employees.
Janelle is a member of the National Institute of Pension Administrators (NIPA) and has acquired the Accredited Pension Administrator (APA) designation.
Janelle graduated with a Bachelor of Science in Business Administration with a concentration in Human Resources from California State University, Chico.
Pam Stitt, QKA, Pension Consultant & Client Advocate
As Polycomp's Pension Consultant and Client Advocate, Pam is responsible for ensuring our clients receive exceptional service.
With more than 30 years of qualified plan experience, Pam brings expertise, as well as an empathetic demeanor, to this role and her interactions. Since joining Polycomp, she has held the positions of Pension Administrative Consultant, Marketing Pension Consultant, and Administration Team Manager.
Pam has been described by both colleagues and clients as bringing a “calming presence” to discussions, being “very understandable and helpful,” and providing a high level of “credibility and professionalism.” This compassion along with her consultative skills and ability to decode convoluted regulations into everyday language makes Pam a natural fit for the Client Advocate position.

Phil Giles, QKA, Pension Consultant
Phil Giles has worked in various aspects of the Financial Services Industry since 1992 – primarily helping individuals and small businesses set up and manage retirement savings plans. In 2008 he transitioned into the administrative side of the Retirement Plan Industry and has gained in-depth expertise in operations, compliance, plan administration, and relationship management. A teacher-at-heart, Phil enjoys deciphering complex things and making them easy for others to understand.
As a Retirement Plan Consultant with Polycomp, Phil works closely with financial advisors and tax professionals to create customized plan design solutions – helping business owners maximize tax savings and retirement contributions.
Phil is a member of the American Society of Pension Professionals and Actuaries (ASPPA) and has acquired the Qualified 401(k) Administrator (QKA) designation.
Scott Ann Setzer, Senior Pension Consultant
Scott Ann Setzer has over 35 years experience and expertise in employee benefits consulting. Scott has given thousands of presentations to both large and small groups consisting of privately and publicly held corporations, CPAs, attorneys, financial advisors, employers and employees. In addition, Scott has proven to be “one stick of dynamite” as a professional and motivational speaker.
She began her career developing benefit programs for employers and eventually made the transition into sales and marketing. Scott has extensive training with the National Institute of Pension Administrators (NIPA), American Society of Pension Professionals and Actuaries (ASPPA), and American Law Institute-American Bar Association (ALI-ABA). Scott sits on the Board of Directors of the San Diego Chapter of the Western Pension & Benefit Conference and is a member of the National Institute of Pension Administrators (NIPA) and the National Speakers Association.
Scott graduated with a Bachelor of Arts in Sociology from California State University, Sacramento, where she pursued her MBA before jumping into the employee benefits field.
Tali Vaughn, QKA, Pension Consultant
Tali Vaughn’s Pension related career began in 2003 when she began working in Compliance and Third Party Administration. Tali spent her career honing her expertise and knowledge of all facets of retirement plan administration, compliance, and design. She quickly obtained her American Society of Pension Professional & Actuaries (ASPPA) accredited Qualified 401(k) Administration (QKA) designation along with her Tax-Exempt & Governmental Plan Consultant (TGPC) certificate. Education never stops with Tali as she continues to maintain and expand her knowledge in all things Benefit and Retirement related.
Early in her career, Tali worked closely with Construction related clients. She found that she gravitated towards those working in the public works (prevailing wage) arena to help them meet their bona fide benefit plan obligations. Tali’s background as a Bookkeeper and Office Manager for Contractors has given her knowledge and familiarity with certified payroll, government contracts, and a unique understanding of the prevailing wage contractor. Although Tali enjoyed working on all qualified retirement plan types the prevailing wage contractor and their needs still have her heart.
In 2012, Tali joined Polycomp’s Qualified Plan team as a Senior Consultant. Tali’s ability to understand her employer clients and build deep, trusting relationships has catapulted her onto the front lines. As hard as it has been for Tali, in 2017 Tali relinquished her Consultant and Administrative roles and stepped into sales in our Polycomp San Diego office. Tali has shown that she has what it takes to build trusted relationships and excel.
Tali takes pride in her dedication to client service and her enthusiasm for all thing retirement. She thrives on helping her clients and referral sources to design the right plan for the right employer.
